Minutes of Meeting
Town of Monson
Board of Assessors
Monday July 29, 2013
Members Present: Assessors Allan Curtis, Michael Benfield
Members Absent: Chairman Russell Bressette
Attendees: Roy Bishop of Bishop and Associates
Principal Assessor: Ann P. Murphy
Open the Meeting:  The meeting was called to order at 10:00am.


Accept the Minutes:  A motion was made by Michael and seconded by Allan to accept the minutes of June 17, 2013.  The motion passed unanimously.


OLD BUSINESS:
  • None
NEW BUSINESS:
The Board met with Roy Bishop of Bishop and Associates, the vendor for the Town of Monson 2014 Revaluation Program.  Roy explained to the Board that he reviewed the values of all Real and Personal Property in the Town of Monson.  He told the Board that based on the sales from calendar year 2011/2012, the towns final median is at 95% of fair market value.  Property values went down on an average of 3.38%, with a range based on style and neighborhood for individual decreases of 1% to 5%.  There are 2 small sections of town that have had an increase of 15% in value based on the sales in those neighborhoods.   Cell Tower Vlues were also adjusted this year.  Mr. Bishop and the Board also discussed issues of houses that were rebuilt on existing foundations.
Mr. Bishop ended his presentation and left the meeting at 10:25am.
 
The Board voted and approved the following Motor Vehicle Warrants:
  • Calendar year 2013 – 04 in the amount of $32,455.53
  • Calendar year 2013 – 04A in the amount of $844.89       
The Board reviewed, voted and approved the following Motor Vehicle Abatements:
  • 2013 Abatements in the amount of $5,628.79
The Board reviewed, voted and denied the following Motor Vehicle Abatements:
  • 2013 – 2 denied
The Board reviewed, voted and signed the 2013 Notification of Uncollectible RE Tax report in the following amounts:
  • RE $8,471.94 – CPA $254.07 – Bankruptcy Chapter 7
The Board reviewed, voted and signed the following Chapterland applications:
  • 4 – Chapter 61 Forestry applications
  • 6 – Chapter 61A Agricultural/Horticultural applications
  • 8 – Chapter 61B Recreational applications
The Board reviewed correspondence from the following:
  • FEMA (via Selectmen)
  • Diversified Metals (via Selectmen)

The Board was updated on miscellaneous items.

The next meeting was scheduled for Monday August 26, 2013 at 4:15pm.

ADJOURN:  At 11:18am. A motion was made by Michael and seconded by Allan to adjourn.  The motion passed unanimously.
